The panel upgrade is the most oversold item in EV charging. It is genuinely necessary in a meaningful share of Houston homes, and genuinely unnecessary in a meaningful share of the homes told they need one.
The way to tell the difference costs a fraction of the upgrade.
Start with the load calculation
A whole-home load calculation totals the fixed loads — heating and cooling, water heater, range, dryer, and the general lighting and receptacle allowance — against your service rating. What is left is what a charging circuit has to fit into.
That single number resolves the question. It also tells you the size of the gap when there is one, which matters because a small shortfall and a large one have different answers.
Houston housing stock is unusually easy to read here. Cypress, Fulshear, Katy and the newer sections of Missouri City and Pearland were built with 200-amp services for households already running significant air conditioning load, and they frequently have room. Pasadena, Spring, older Baytown and the pre-1980 parts of Richmond and Rosenberg were built with 100 or 125-amp services, and they frequently do not.
Load management: the cheaper answer
Where the shortfall is modest, load management is usually the better economic decision.
The equipment monitors what the house is actually drawing and throttles or pauses EV charging when the rest of the home is working hard. Your air conditioner and your charger stop competing for the same headroom, because the charger yields. Overnight, when the house is quiet, the charger gets full current.
Practically, this means a home that cannot carry a full-rate charging circuit at 6pm in August can carry one at midnight — which is when the car is charging anyway. For a lot of Houston homes that is the whole problem, and it does not require touching the service.
When an upgrade is the right call
Some situations do not bend. If the service entrance conductors, the meter loop, or the panel itself are the limit rather than the load math, no amount of management fixes it. Panels with obsolete or unsafe breaker designs need replacement on their own merits before anything gets added. Homes adding a charger plus a battery plus a second EV are usually past what management can absorb.
In those cases the work involves the utility. A service upgrade means a disconnect and reconnect at the meter, and that scheduling belongs to the serving utility — CenterPoint Energy across most of the metro, Entergy Texas in The Woodlands, Conroe and Magnolia. Entergy is a regulated, non-ERCOT utility, so the process differs from the CenterPoint one in ways worth knowing before you plan around a date.
Smart panels
Where the goal is visibility rather than raw capacity, a smart panel gives circuit-level monitoring — what each circuit actually draws, rather than an estimate. Combined with controllable breakers, it makes load management a built-in property of the panel instead of a separate device.
It is not the cheapest route to a charging circuit and we do not present it as one. It is the right answer when someone wants to understand and control the whole house, with the charger as one part of that.
What we do
- Whole-home load calculation before anything is recommended
- Load management specification where it avoids an unnecessary upgrade
- Panel replacement with breakers from the same listed manufacturer, never a cross-brand fit
- Service entrance and meter loop replacement where those are the constraint
- Grounding electrode system brought to current code
- Utility coordination for the disconnect and reconnect
- Permit and inspection by a registered master electrician
Cross-brand breaker fitting deserves a note. Breakers are listed for use in specific panels. A breaker that physically fits a bus it was not listed for is a connection outside its listing, and it is common enough in older Houston panels that we check for it on every upgrade.
Permits and incentives
Panel and service work is permitted in every jurisdiction across the 30 cities we serve. Inside Houston, permits are issued only to master electricians registered with the city under Texas Occupations Code Chapter 1305. Unincorporated Harris County has required permits for panel upgrades and service changes since September 1, 2009.
The federal 30C credit expired June 30, 2026 and never covered panel work in most cases regardless.
The honest version
A good share of the Houston homes told they need a service upgrade for EV charging do not need one. The load calculation is what separates the two, and it should come before the quote, not after.
