What a Panel Upgrade for EV Charging Costs in Houston

This is the line item that turns a modest EV charger project into a large one, so it deserves to be understood before you accept it.
Panel and service work in the Houston area runs roughly $1,000 to $5,000+. That is a much wider spread than the charger installation itself, and the reason is that three genuinely different jobs all get quoted under the same heading.
Where you land in that range is decided almost entirely by which of the three you actually need — not by how big your house is, and not by how many breakers are in the box.
Three different jobs get called “a panel upgrade”
They are not the same work and they do not cost the same.
A panel replacement swaps the breaker panel behind a service that is already adequate. Contained work, no utility involvement, predictable.
A service upgrade increases the capacity coming into the house. That means the utility disconnecting and reconnecting at the meter, frequently new service entrance conductors, and often a new meter loop. It is a coordinated project on the utility’s calendar.
Load management avoids both by making the charger yield when the house is busy.
When a quote says “panel upgrade,” find out which of the three it means. The gap between them is most of the price, and it is the difference between the bottom of that range and the top of it.
A quote that arrives as a single number without naming which job it is pricing cannot be compared to anything.
What makes a service upgrade expensive
Not the panel. The coordination.
CenterPoint Energy across most of the metro, or Entergy Texas in parts of The Woodlands, Conroe and Magnolia, has to schedule the disconnect and reconnect. Service entrance conductors from the meter to the panel may need replacing. The meter loop may need replacing. Grounding gets brought to current code. Permitting and inspection apply throughout.
On older properties around Rosenberg and Alvin, the service entrance rather than the panel is frequently the real limit — and replacing a panel behind an undersized service entrance solves nothing while costing money.
The alternative you may not be offered
Load management is a device that watches household draw and throttles or pauses charging when the air conditioning, dryer and range are all working. Overnight, when the house is quiet, the charger takes full current.
The practical effect is that a home which cannot support full-rate charging at six in the evening supports it perfectly well at midnight, which is when the car was charging anyway.
Where the shortfall is modest — and in Pasadena, Spring and the older Missouri City stock it usually is — this is a fraction of a service upgrade. It is not universally applicable, and we will say so where it is not. But it should be on the table before you commit to the larger job, and it frequently is not, because it produces a smaller invoice.

Work worth doing regardless
Sometimes the panel needs replacing on its own merits, independent of any charger.
Certain breaker designs from the 1960s and 70s have known problems. Older panels frequently carry breakers from a manufacturer the bus was never listed for, because they physically fit. Neither is something to add a 40-amp continuous circuit to.
If that turns up on a Spring or Pasadena home, the replacement is a safety decision that stands whether or not you buy an EV. We would rather frame it that way than fold it into a charger quote as though the charger caused it.
Questions that separate a good quote from a bad one
- Which of the three jobs is this — panel, service, or management?
- What did the load calculation actually show?
- Was load management considered, and why was it ruled out?
- Is the service entrance or meter loop included, or will that be found later?
- Who schedules the utility, and what is their current lead time?
A quote that answers these can be compared to another. One that arrives as a single number cannot.
