Pasadena has more homes with genuinely undersized electrical services than anywhere else in our service area. It also has a lot of homes told they need a panel upgrade that do not.
Why the load calculation matters most here
Pasadena grew through the 1950s, 60s and 70s around the refining and petrochemical industry. Those homes were wired for one air conditioning system and a kitchen with far less connected load than a modern one. Original 100-amp and 125-amp services are still in service across Golden Acres, Red Bluff, Southdown and Village Grove.
Adding a 40-amp continuous charging load to a 100-amp service is a real question. Sometimes the answer is that it fits. Often it is that it fits with load management. Sometimes the service genuinely has to grow.
Those three outcomes have very different costs, and the only thing that separates them is a whole-home load calculation. It is a small piece of work against the price of the upgrade it frequently avoids.
Load management is usually the honest answer
Where the shortfall is modest — and in Pasadena it usually is — load management costs a fraction of a service upgrade.
The equipment watches household draw and pauses or throttles charging when the air conditioning, dryer and range are all working. Your car then takes full current at midnight, which is when it was going to charge anyway. The competition that made the service look inadequate happens at six in the evening and simply stops happening.
We lead with this in Pasadena because it is frequently the correct answer, not because it is the cheap one.
Panels worth replacing on their own merits
On homes of this age we look at what the panel is before adding to it. Certain breaker designs from that era have known problems independent of any EV charger, and older panels in this area have often accumulated breakers from a manufacturer the bus was never listed for.
If we find that, we will say so. It is a replacement decision that stands on safety grounds whether or not you install a charger.

The City of Pasadena runs its own building department. Not Harris County, not the City of Houston.
East-side properties, and a requirement most installers miss
Homes on the eastern edge of the city, closer to the ship channel, carry more atmospheric exposure than the rest of Pasadena. For outdoor equipment there, we specify the way we do in Deer Park rather than the way we do inland.
There is also a regulatory difference on that side of the city. Pasadena is one of only five Harris County areas inside the Texas Department of Insurance designated catastrophe area, along with La Porte, Morgan’s Point, Seabrook and Shore Acres. The qualifying test is being east of Highway 146 and inside the city limits, so it applies to part of Pasadena rather than all of it.
Where it applies, work affecting a structure’s wind resistance requires a windstorm certificate of compliance for structures altered or repaired on or after January 1, 1988. A charger inside a garage does not. Equipment mounted to an exterior wall falls in the same category as exterior mechanical equipment and solar panels, which commonly does.
If you are east of 146 and want the charger outside, raise it before the work. Where certification applies we file the WPI-1 first, because the inspection it rests on is simple while the attachment is accessible and awkward afterwards. The consequence of skipping it lands on your windstorm coverage rather than on the permit, and it lands years later at claim time.
Most of Pasadena is west of 146 and none of this applies at all.
Whether a given exterior mounting requires certification depends on the attachment and the structure, and the Texas Department of Insurance does revise the rules and the designated-area boundary.
