Bellaire is an independent city entirely surrounded by Houston, with its own building department and its own rules. That surprises people who assume a Houston-adjacent address means a Houston permit.
Your permit is a City of Bellaire permit
Not the City of Houston, despite being enclosed by it. Bellaire runs its own permitting with its own fees, application process and inspection scheduling.
This matters practically: a contractor who works mostly inside Houston and applies through iPermits will be applying to the wrong authority. We confirm jurisdiction by address before scheduling anything.
Rebuilds are the opportunity
Bellaire has been steadily replacing its 1940s and 50s housing with new construction for two decades. If your home is being rebuilt or substantially renovated, that is the moment to wire for charging.
Running conduit and a circuit while the walls are open costs a fraction of doing it afterward, and it lets you place the charger where the vehicle will actually park rather than where retrofitting is easiest. Even if you do not own an EV yet, a conduit run and a panel slot reserved during construction is inexpensive insurance.
Tell your builder before drywall. After is a different job.
Older homes, older services
The remaining original stock carries services sized for the 1950s. Those need a load calculation before a charging circuit is designed, and load management is frequently the more sensible answer than a service upgrade on a house that may be rebuilt within a decade.
Flooding is a live consideration
Bellaire took significant flooding in the 2015 and 2016 events and again during Harvey in 2017. Much of the rebuilding since has been driven by exactly that.
Where battery backup or transfer equipment is in scope, floor-level placement in a structure with that history is a decision worth making deliberately. On a home that has flooded, existing garage-level circuits get checked rather than assumed sound.
Small lots, detached garages
A good share of Bellaire lots have detached or rear garages with alley access. That means an exterior run between structures, crossing ground that moves independently of both slabs, and it needs an expansion allowance and a voltage-drop check for the distance.
