Jersey Village is a small incorporated city entirely surrounded by unincorporated Harris County, and that boundary matters more than its size suggests.
Your permit does not go to Harris County
Jersey Village runs its own permitting. Neighbours a few streets outside the city limits go through the Harris County Engineering Department; you do not. The fee schedule, the application process and the inspection scheduling are the city’s own.
This is worth confirming before anyone starts work, because a contractor who assumes county process for a Cypress-adjacent address will be applying to the wrong office.
Older housing means the panel comes first
A significant share of Jersey Village housing dates from the 1950s through the 1970s, built for a household with one air conditioner and no second vehicle drawing 40 amps overnight. Original 100-amp and 125-amp services are still in place in parts of the city.
That makes the load calculation the first piece of work rather than a formality. It also means load management is often the right answer here — where the shortfall is modest, throttling charging while the house is working hard costs far less than upgrading the service.
Flooding is part of the design conversation
White Oak Bayou runs along the city, and Jersey Village experienced significant flooding during Harvey in 2017. The city has pursued drainage work since.
For our purposes this changes two decisions. Where backup equipment or a battery gets sited, floor level in a structure with a flood history is a choice to make deliberately rather than by default. And on a home that has flooded, we check existing garage-level circuits and terminations rather than assuming they are sound.
