Cypress is unincorporated. There is no City of Cypress, and that single fact governs how your installation gets permitted.
Who issues the permit in Cypress?
The Harris County Engineering Department, Permits Office. Cypress is unincorporated Harris County, so the City of Houston has no role here despite the proximity. Harris County has required residential permits covering this class of electrical work since September 1, 2009, so a charger circuit is permitted work regardless of the subdivision.
Homeowners who moved from inside the city sometimes assume the county process is looser. For this scope it is not.
Newer housing means fewer surprises
Bridgeland and Towne Lake are largely post-2010 construction. Fairfield, Coles Crossing and Blackhorse Ranch run somewhat older but still overwhelmingly post-2000. Across all of them, 200-amp services are the norm and panels commonly sit on or near the garage wall.
The practical effect is short conduit runs and available capacity. Cypress installations are among the least complicated we do, and the load calculation usually confirms what the build year suggests rather than overturning it.
What actually complicates a Cypress job
Two things, neither of them the panel.
The first is garage layout in the newer sections, where three-car and tandem garages mean the EV may park well away from the panel wall. Cable reach, not capacity, decides those installs.
The second is that many of these homes are large, and large newer homes in this area increasingly run two EVs. A second vehicle is where available capacity gets consumed, and where power sharing on a Wall Connector pair, or load management, becomes the cheaper answer than a service upgrade.
Storm backup
Cypress lost power broadly during Beryl in 2024, as did most of northwest Harris County. The interest in battery backup here is mostly about summer outages with heat, rather than the freeze scenario that drove interest after Uri.
That shapes the design conversation. Backing up cooling for one room is a different sizing exercise from backing up a refrigerator and lights, and in a July outage it is the one that matters.
Clay and detached structures
The soil is the same expansive clay found across most of the metro. On properties with detached garages, workshops or casitas — more common in the older Cypress sections west of Telge — a trenched run between structures crosses ground that moves independently of both slabs. Those runs get an expansion allowance and a voltage-drop check for the distance.
