Kingwood feels separate from Houston and is not. That distinction decides your permit.
Kingwood permits go to the City of Houston
Despite sitting well north of the city proper, separated by miles and by the San Jacinto, Kingwood was annexed and falls under City of Houston jurisdiction. Your EV charger permit is a City of Houston electrical permit, type HPWCODE1056, at the Level 2 fee of $100.71 plus a $33.56 administrative fee, with inspection required.
It also means the city’s licensing rule applies: electrical permits are issued only to master electricians registered with the City of Houston. A homeowner cannot pull this permit, and neither can an unregistered contractor.
Neighbours across the river in Atascocita go through Harris County instead. Same drive, different process.
Flood history changes the design
Elm Grove, Forest Cove and the sections along the San Jacinto flooded during Harvey in 2017, and parts of Elm Grove flooded again in 2019. Many homes have been rebuilt or elevated since.
This shapes two decisions we make differently in Kingwood than elsewhere.
Where backup equipment goes is the first. Putting a battery or transfer equipment at floor level in a structure with documented flooding is a choice to make deliberately, not by default. Elevated placement costs a little more and removes a category of loss.
The second is that on a home that took water, we check existing garage-level circuits, receptacles and terminations rather than assuming they are sound. Equipment that was submerged and dried out is not equipment that was unaffected.
Backup power is the local demand
Kingwood households ask about battery backup more than most areas we cover, and it is the flood and outage history rather than sales pressure driving it.
For households with a capable electric truck, vehicle-to-home is worth a compatibility check before buying stationary storage. A full-size electric truck carries a multiple of a typical home battery, and in a multi-day outage that difference is the point.
Trees, and what they mean for the run
The mature canopy Kingwood is known for is a genuine factor. Root systems complicate trenched runs to detached structures, and overhead limbs matter to service drops. Neither is an obstacle, but both are things to look at on site rather than plan around from an aerial photo.
