Seabrook sits directly on the water between Clear Lake and Galveston Bay. It is the most exposed site in our service area, and it is the one where a generic installation fails fastest.
Elevated homes change the whole layout
A meaningful share of Seabrook housing is elevated on piers, with parking underneath rather than in an enclosed garage.
That is a different installation. The charger lives in a space that is open to the air on multiple sides — effectively an outdoor install even though it is under the house. Enclosure rating, conduit type and mounting all follow the outdoor specification, not the garage one.
It also changes the run. Getting from a panel mounted at living level down to parking level means an exterior or semi-exterior vertical run, and that run needs the same corrosion consideration as the equipment at the end of it.
Salt exposure is at its worst here
Direct bay frontage means the most aggressive atmospheric exposure of any city we cover. NEMA 4X enclosures and corrosion-rated hardware are the baseline, not an upgrade, and hardwiring is the right call for anything outside an enclosed space.
We will not install an outdoor plug-in receptacle here and call it a permanent solution. It is not one.
Flood and surge
Seabrook is exposed to storm surge in a way inland Houston is not. Homes are elevated for exactly this reason, and equipment placement should respect the same logic that raised the house.
Putting a charger, a battery or transfer equipment at grade under an elevated structure defeats the purpose of elevating. Where backup power is in scope, we site it at living level or higher.
Long restoration times
Coastal Harris County is where power restoration reaches last after a major storm. Households here that want backup usually want it sized for days rather than hours, which pushes the conversation toward a generator or toward a larger battery than an inland home would need.
Permits
The City of Seabrook operates its own building department.
Seabrook also sits inside the Texas Department of Insurance designated catastrophe area — one of only five Harris County areas that qualify, alongside La Porte, Morgan’s Point, Pasadena and Shore Acres. The test is being east of Highway 146 and inside the city limits.
Where that applies, work affecting a structure’s wind resistance requires a windstorm certificate of compliance if the structure was altered or repaired on or after January 1, 1988. A charger inside a garage does not affect wind resistance. Equipment mounted on an exterior wall falls in the same category as exterior mechanical equipment and solar panels, which commonly does require certification.
How we handle it: an interior garage installation proceeds normally. For an exterior wall mount at a qualifying address, the WPI-1 application goes in before the work starts, not after. Certification rests on an inspection, and an inspection is far easier while the attachment is still accessible. Retrofitting the paperwork onto finished work is the expensive version of the same outcome.
The reason this is worth the trouble is your windstorm coverage rather than the permit. An uncertified alteration to a structure in the designated area is the kind of thing that surfaces as an argument at claim time, years later, when nobody remembers the charger went in.
Whether a particular exterior mounting requires certification depends on the attachment and the structure, and the designated-area boundary is set by the Texas Department of Insurance and does change. Our team confirms the current requirement for your address and your mounting with a TDI-appointed inspector before any work begins.
On an elevated home where the charger necessarily mounts to exterior structure, this is worth resolving before the work rather than at renewal.
