West University Place is a small independent city with narrow lots, a lot of detached garages, and its own building department. The lot geometry is what makes these installations different.
Alley-access garages
A large share of West U properties have a detached garage at the rear of the lot, accessed from an alley, with the house panel at the front or side of the main structure.
That is a run the length of the lot, outdoors or underground, ending at a structure with its own slab. Three things follow from it. The conductors get sized for the distance so voltage at the charger stays in range. The run gets an expansion allowance where it crosses between two independently moving slabs. And whether the garage already has a subpanel changes the job substantially — many do, and where one exists with spare capacity the work gets considerably simpler.

Permits are the city’s
West University Place runs its own building department, separate from the City of Houston that surrounds it. Its own fees, its own inspections, its own scheduling.
The city is also known for maintaining tighter standards on exterior work than its neighbours. For a garage-interior installation this rarely signifies. For anything exterior or visible, it is worth confirming requirements up front.
Rebuild timing
Like Bellaire, West U has replaced much of its original 1920s-1940s housing with new construction. If a rebuild is in progress, wiring for charging during construction is far cheaper than retrofitting, and it lets the charger go where the car parks rather than where the retrofit is easiest.
Reserve a panel slot and run conduit to the garage even if the EV is hypothetical. It is inexpensive while the walls are open.
Panel capacity on original homes
The remaining pre-war stock carries services never intended for this load. A load calculation comes first, and on a small lot where a service upgrade means coordinating with the utility in a constrained space, load management is often the more practical route.
Street parking
Some West U households park on the street rather than in the rear garage. A charger cannot serve a street-parked vehicle, and we will say so rather than installing something that will not reach. Where that is the situation, the question becomes whether the garage can be made usable for the EV.
